U.S. electric car maker Tesla Inc. reaffirmed Sunday it is in talks with the Shanghai government to set up a factory in the city and expects to agree on a plan by the end of the year Cheap Puma Shoes Online , but declined to comment on a report that a deal has been reached.
The Wall Street Journal reported Sunday that Tesla has reached an agreement with Shanghai authorities to build a wholly-owned manufacturing facility in the city’s free trade zone, which would make it the first foreign automaker to build its own plant in China.
China’s government has considered allowing foreign automakers to set up wholly-owned factories in free trade zones in part to encourage more production of electric and hybrid vehicles — which the government calls “new energy vehicles” — to meet ambitious sales quotas.
Tesla would still have to pay a 25 percent duty on cars built in the Shanghai plant, but it could lower its production costs.
Tesla on Sunday pointed to a statement it made in June that the company “is working with the Shanghai Municipal Government to explore the possibility of establishing a manufacturing facility in the region to serve the Chinese market. As we’ve said before, we expect to more clearly define our plans for production in China by the end of the year.”
A Tesla spokesperson in the United States declined to comment further beyond referring to the June statement.
Shenzhen-based Internet company Tencent Holdings Ltd. has a 5 percent stake in Tesla and is seen as a potential ally for Tesla’s efforts to enter the Chinese market.
Tesla chief executive Elon Musk has said the company eventually will need vehicle and battery manufacturing centers in Europe and Asia.
China’s electric vehicle market is already the world’s largest and is expected to continue growing fast, especially since the government plans to require that all automakers’ sales include a certain percentage of electric vehicles from 2019.

Lebanese police on Monday arrested a driver suspected of killing British embassy worker Rebecca Dykes after trying to rape her Cheap Puma Shoes China , according to officials and the national news agency.

The Lebanese news agency said the Lebanese man, who works as a driver with ride-hailing giant Uber, had confessed to killing the young woman, who was employed at the UK embassy in Beirut.
Dykes was last seen alive at a party in Gemmayzeh Cheap Kids Puma Shoes , a Beirut neighbourhood popular with foreign residents, on Friday night and left in the suspect's car.
"He picked her up in Gemmayzeh on Friday night, took her to Achrafieh then to the Metn highway and tried to rape her," the news agency said, referring to an expressway north of Beirut.
Her body was found dumped on the roadside there early the following evening.
A senior security official had told AFP that strangulation was the likely cause of death and added that Dykes was found with string tied around her neck.
The Lebanese news agency said the suspect was tracked down thanks to security cameras and confessed to killing Dykes after she resisted when he sexually assaulted her Cheap Womens Puma Shoes , it said.
A senior official in the judiciary said that she had booked her vehicle using the Uber app, whose driver identification and rating system is seen by many, especially women, as offering better safety guarantees than when hailing a cab off the street in Lebanon.
